Digital Access and Inclusion

This component will support broader access to broadband as well as the adoption of data-driven services. It will do so by financing activities that contribute to strengthening the conducive environment for broadband market development, catalytic investments to expand local access networks, and programs that support digital access facilitators who help increase demand among groups facing barriers to access and usage.
Favorable environment for access to broadband and electronic services
This sub-component will assist the government in developing key strategies , legal frameworks, governance, and regulatory frameworks conducive to broadband access and electronic services.
Access to connectivity local
This sub-component aims to stimulate broadband access through investments in local connectivity access that will help bridge existing gaps in network coverage and access.
Factors of digital access and inclusion
This sub-component will address demand-related barriers that hinder access to digital services. It will focus on underserved communities, particularly rural areas, as well as vulnerable groups.

Access to local connectivity?

The proposed investments will enable the provision of services to unconnected individuals and bridge the digital divide, with a primary focus on rural communities. The activities to be financed under this sub-component include:
Internet access program for rural areas
This activity will target rural areas where the commercial incentive for expanding the last-mile network is insufficient to promote infrastructure modernization and/or new investments in networks. It will enable the extension of broadband connectivity services to these areas through commercial service providers via a process of reverse auctions.
Higher Education Connectivity Program.
This activity will provide support to BERNET, enabling it to enhance its support to the EES (Education and Research Institutions) through prepayment of BERNET's membership fees for Africa Connect 2 and 3. This will allow its 16 existing EES members located across Burundi to access low-cost subsidized international connectivity, academic content, and training opportunities through the EU-funded Africa Connect initiative.

Factors of digital access and . inclusion.

It will focus on underserved communities, especially rural areas (including climate hotspots), women and girls (e.g., through women's associations), and vulnerable groups who would benefit the most from increased access to electronic services (e.g., equipping centers for persons with disabilities, registered associations and cooperatives), as well as user groups in priority sectors (e.g., education).
