Facilitators of digital public service delivery.
This component will adopt a whole-of-government approach to develop the Burundian government's "digital package" for electronic services. It will primarily focus on cross-cutting administration systems, including reusable and shared digital infrastructure, platforms, legal and governance frameworks, to enhance and expand the government's capacity to provide digital public services. It aims to reduce existing fragmentation and support the government's progressive digital transformation, as well as improve resource efficiency (e.g., by reducing infrastructure duplication).
Institutional, legal, governance, and technological frameworks for electronic services.
This sub-component will support
the development of fundamental frameworks
that enable secure and efficient delivery of digital
services.
Shared Digital Government Infrastructure and Platforms
This sub-component will enhance the capacity
of the Burundian Government to provide digital
public services by introducing shared
and secure government digital infrastructure,
platforms, and capabilities.
Digitization of certain services and flagship use cases.
This sub-component will support the
digitization of selected, high-impact, and demand-driven services.
It will include activities aimed at
supporting the digitization of certain
Government-to-Government (G2G),
Government-to-Public (G2P),
and Government-to-Business (G2B)
services and applications.
Digitization of specific services and flagship use cases.
The selection criteria may include impact on digital inclusion, readiness for digitization, efficiency gains, and potential social and economic impact. The funding will cover software, related hardware, and technical assistance necessary for all selected services. The activities to be financed under this sub-component include:
Shared services and applications of public administration.
This activity aims to finance the creation of essential shared
services and applications for public administration,
such as an SMS notification system capable of supporting multiple functions,
including the sharing of early warning information or disaster response.
It also includes upgrading the government portal, Isoko,
to create a centralized government portal for electronic services.
Digitalization of Key Government and Administrative Services
This activity will finance G2B and G2C services
that leverage shared infrastructure and services.
The selection of services will be based on a horizontal review
as well as inventory and survey, with the aim of identifying high-impact
use cases that particularly benefit underserved communities. The digitization
of these public services will be carried out in a way that ensures universal accessibility.
Shared government digital infrastructure and platforms.
It will adopt a climate-smart and whole-of-government approach to modernize and introduce shared, reusable, and secure government-to-government (G2G) infrastructure and services, ensuring their adoption by the MDAs. All activities will include targeted awareness initiatives and digital skills training, primarily for government officials who use, manage, and maintain the shared infrastructure to develop human capital. The activities of this sub-component will lay the foundation for the creation of digital services for individuals (G2P) and businesses (G2B). The activities to be financed under this sub-component include:
- Government network planning and upgrading of the operational center.
- Data infrastructure and interoperability.
- Digital payment infrastructure.
- Digital identification.
- Cyber resilience and data protection.
